Suggestion for BIO voting.

Okay, may complicate things a bit, but since the BIOs are never advancing, I suggest this solution:
Once a BIO is created, a topic is created for it, such as the topics we have already created for them in the High Council. So, then, the new thing is, we give this BIO 2-3 weeks of voting from the Council members, and once that week is finished, we check whether the votes are of a negative majority, or a positive majority. If positive, we PM the user that his/her character has been accepted, and can now RP with him/her. If it is of a negative majority, on the other hand, we PM the user that his/her character has been denied by the Council, and the reasons why will follow that message. Then, we leave the user to change their character accordingly, and, revote.
If the votes are neutral, well, then... Er. We do what we would normally do for BIOs that are voted neutral.
